VPS 2 Pay Points and Take-Home Pay
Every progression step in VPS 2, from 1 May 2026. Fortnightly figures divide the year by 26. Take-home pay uses 2026–27 resident tax rates, the Medicare levy and no HECS.

From the first progression step to the top of VPS 2 is 14 moves, worth $17,649 a year in total (28.4% on the starting salary). That is about $1,261 a move on average. The biggest single move is 2.1.3 to 2.1.4, at $1,265. After tax, the bottom of VPS 2 is $1,992 a fortnight and the top is $2,450.

VPS 2 Hourly Rate
VPS 2 works out at $31.34 to $40.25 an hour before tax. Hourly rate = annual salary ÷ (38 × 52.1429). Clause 42 of the VPS agreement sets ordinary hours of 76 a fortnight, which is 38 a week. A year has 52.1429 weeks (365 ÷ 7).

VPS 2 base hourly rate on 38 ordinary hours a week, before tax. No casual loading, overtime or penalties. A payslip can differ by a few cents.
What VPS 2 Staff Do
VPS 2 staff follow set rules and processes under general supervision and plan their own work to meet set targets. Typical work is office support, data entry and payments, routine letters and minutes, and phone or counter service. At value range 2.2 you also choose between accepted options and make decisions that can have a big effect on clients.
Table 4 of the agreement lines up some named jobs with this grade's value ranges, for example Prison Officer (COG 2A), Sheriff's Officer and Police Custody Officer (PCO2). A qualified admitted solicitor (Solicitor 1) starts at 2.2.
At June 2025, 3,109 people worked at VPS 2. That is 7.4% of the 42,181 staff on the VPS grade structure, which makes it number 5 of the 7 grades by size.

VPS 2 Superannuation
The VPS agreement sets no employer super rate above the legal minimum. Clause 41.2 only requires enough to avoid the superannuation guarantee charge, so the Superannuation Guarantee rate applies. APS agencies pay a median of 15.4%, so compare total pay, not just salary, if you are weighing a federal job.
At 12%, employer super on VPS 2 is $7,452 a year at the bottom and $9,570 at the top. Super is paid on top of salary and is not part of take-home pay.
Moving Up Within and Beyond VPS 2
Moving up a progression step is not automatic. Under clause 31 you are considered once a year, at the end of the performance cycle, if you have 12 months at your current step and a current performance and development plan. On the top step, a successful cycle pays a lump sum of 1.5% of salary instead. Moving from one value range to the next (3.1 to 3.2, say) needs a job resizing review, not time served.

The Victorian Public Service Enterprise Agreement 2024 sets a further 3% increase from 1 May 2027, the last of its four 3% rises. Until then the 1 May 2026 rates on this page apply.
